Can the complaining witness drop the charge?

The prosecutor—not the complaining witness—controls the criminal case. A witness’s position may matter, but it does not automatically end the prosecution.

Can I contact the other person?

Follow every bond condition and protective order exactly. Contact that seems harmless may create a new problem if a restriction is in place.
